ISCC PLUS, Chemical Recycling의 6가지 핵심 원칙 다룬 인증 |
올해 7월, 국제 소비재 포럼(CGF)의 플라스틱 폐기물 연합(Plastic Waste Coalition)이 열분해 기반 화학 재활용에 대한 6가지 핵심 원칙을 발표했습니다.
해당 내용이 기재된 'Chemical Recycling in a Circular Economy for Plastics' 보고서에 따르면, 이러한 원칙들을 다룰 수 있는 인증 제도로 ISCC PLUS, RSB Standard for Advanced Products, REDcert2 등이 언급됐습니다.
핵심 원칙과 인증 제도가 언급된 부분은 아래와 같습니다.
- Source of Input materials does not include material that can be economically recycled by mechanical recycling in practice and at scale.
- Material traceability is accurately achieved from plastic waste inputs through to recycled plastic using a mass balance protocol that is widely accepted and applied.
- Process yield is maximised for plastic-to-plastic, other recycled outputs (e.g. bitumen/asphalt, waxes) are de-prioritised, and non-recycled outputs such as fuels are minimised.
- Environmental impact: Life-cycle environmental impact (with a focus on climate) of chemically recycled plastics is credibly demonstrated as equivalent or lower than fossil fuel-based virgin plastics in a comparable system.
- Health and safety: Emission and pollutions from chemical recycling processes are properly managed to safeguard health and safety of people and the environment.
- Claims: Claims about chemical recycling made by companies purchasing plastics produced by chemical recycling are communicated credibly and transparently to support consumer decision-making.

또한, 지난 10월에는 플라스틱 폐기물에 대한 행동 연합(CGF Plastic Waste Coalition of Action)의 12개 글로벌 회원사가 화학적 재활용 플라스틱 조달에 대한 의향서(LOI)를 제출했습니다.
서류에 따르면, 이들은 연간 최소 80만 톤 이상의 화학적 재활용 플라스틱 조달에 관심이 있다고 발표했습니다. 이로써 규제 기관과 투자자에게 위와 같은 화학적 재활용에 대한 핵심 원칙을 충족하는 인프라 구축이 필요성이 커지고 있다는 것을 알 수 있습니다.
이러한 의향서(LOI)를 제출한 12개 회원사는 다음과 같습니다.
Amcor, Barilla, Colgate-Palmolive, Danone, Ferrero, Haleon, Henkel, Mars, Incorporated, McCain Foods, Mondelēz International, PepsiCo, Unilever.
